Dear Comrades,
Central Working Committee meeting
and decisions-
The emergent meeting of the Central Working Committee of the ITEF was held at Manishinath Bhawan as scheduled on 29.4.2008. The three issues that were slated for discussions were:
a) The 6th CPC recommendations and formulation of ITEF proposal
b) Infrastructure funds: discrimination against non-gazetted employees.
c) Any matter of urgent concern.
Before the agenda was taken up for discussion com. V.S.R.Krishna who was in the chair brought to the notice of the house that ITEF Vidharba circle president has filed a petition before the 7th Joint Civil Judge, Nagpur against the decision of the Chief Election Commissioner, without resorting to the avenue available for resolution of such problems, i.e. the form of Central Working Committee. He then asked the Secretary General to appraise the house of the details of the dispute. The House heard the Secretary General, Com. P.N.Kumbalkar, Joint Secretary, Vidharba Circle, Com. Umesh Mehta, Chief Election Commissioner, Com. P.V.Ramachandran, Vice President,ITEF Com.Ashok Salunkhe,Additional Secretary and Com. Yeshwant Purohit, Assistant Secretary . At the end of the discussion it was agreed by Com. Kumbalkar that he would ensure the immediate withdrawal of the Court case on the understanding that the Federation Sectt. will consider the practical difficulties of the circles in holding the Branch election and the circle conference immediately. An undertaking to this effect was given by Com. Kumbalkar and thereafter the house took up the agenda for discussion.
Com. Secretary General detailed the various formulations made by the staff side JCM, National Council; the confederation and the discussions held at the extended meeting of the National Executive of the Confederations on 28.4.2008. Copy of Confederation's circular letter dated 28th April, 2008 is enclosed. The house also discussed the submissions made by the ITEFF to the Board stating as to how the recommendations would be impacted in so far the cadres and grades in IT Department are concerned. After detailed deliberations the house decided:
1. to endorse the programme of action chalked out by the Confederation;
2. to demand that the LDCs to be placed in PB 1 with grade pay of Rs 2000 and assimilation of Staff Car Drivers in the Group C mainstream grades.
3. and insist upon the acceptance of the formulation made by the ITEF over implementation of 6th CPC recommendations concerned the cadres of IT Department.
The house then took up the 2nd item in the agenda and unanimously decided to pursue the allocation of infrastructure fund in just and fair manner covering all sections of the employees and others through a concerning agitational approach. The agitational programme agreed upon is
a) To organize a mass squatting programme before the CCIT(CCA) and presenting the resolution for onward transmission to Chairman, CBDT on 20th May, 2008. Draft Resolution: It is unanimously resolved to urge upon the CBDT to immediately rescind its decision to earmark a huge chunk of the infrastructure fund for the benefit of officers only and effect a fair and equitable distribution/utilization of the fund amongst all sections of officers and employees.
b) To follow up with an intensive campaign amongst the employees through badge wearing and floorwise/branchwise meeting between 26th to 29th May, 2008. During the period telegram/savingrams will be sent to the Finance Minister seeking his intervention in the following words.
"Seek intervention for a just and reasonable distribution of the infrastructure fund amongst all sections of employees and officers. The present dispensation by which major chunk of the fund has been cornered by the Officers is strongly resented by the employees.
c) to organize half-day walk out after lunch recess on 29th May, 2008.
d) The house unanimously decided to organize an indefinite strike action if the formulation made by the ITEF on 6th CPC recommendations in respect of cadres of IT Department is not accepted and implemented.
On an appeal made by the President, the Circle General Secretaries of the under- mentioned circles offered to donate Rs 5000/- each to dig a bore-well at the Fedn. Chq.
North Western Circle, New Delhi, Group C, M.P. & Chatisgarh Circle, Gujarat Circle, Tamilnadu Circle, Bihar & Jharkhand Gr.C Circle, Kerala Circle, Karnataka Circle, Mumbai Circle, AP Circle, Bengal Circle Gr. C., Eastern UP Group C Circle, North Eastern Region Circle. and Rs 3000/-Rajasthan Gr. D Circle. All other circles will donate Rs 2000/ each to this fund.
We request you to kindly make intensive campaign to make the above agitational programmes a grand success.
