Dear Comrade,

 

            We had in our circular No. 9 dated 14.09.2011 requested you to organise and participate in all the programmes of  action chalked out by the Steering Committee on PFRDA Bill.  Reports reaching the ITEF CHQ from various parts of the country is  very encouraging insofar as the participation and preparedness of our comrades in the programmes of March to Raj Bhawan and Dharna of 28.09.2011.   It is  equally important for us to make the Signature campaign and March to Parliament slated for 25.11.2011 programmes also a successful one with massive participation.  In order to make the March to Parliament programme a grand success, the Confederation has fixed quota for all its affiliates and accordingly the ITEF has to mobilize a minimum of  1000 comrades for participation.  Accordingly we request our circles to mobilize the undermentioned number of comrades from their circles to participate in the March to Parliament.  The quota of each circle is fixed after considering the distance and the time required for their travel.

Since the march to Parliament is slated for 25/11/2011 at 11.00 A.M., the Circle General Secretaries are requested to ensure that they make their own arrangements for return journey preferably on the same day itself.  In case, some of the comrades are staying back due to non-availability of conveyance are requsted to intimate to us well in advance so that necessary arrangements can be made for their stay.

AGITATONAL PROGRAMME CHALKED OUT FROM 29TH  SEPTEMBER,

2011 ON DEPARTMENTAL DEMANDS STANDS DEFERRED.

 

Dear Comrade,

            The quarterly review meeting with the Chairman, CBDT and representatives of ITEF and ITGOA was held today at 11AM in the Chairman's Chamber.  The outcome of the meeting on the basis of which the agitational programme stands deferred is given below.

Demand No. 1 – Stop hiring of DEOs in place of stenographers.

Demand No. 2-  Honour the agreement and implement the assurances given on the functioning of the CPCs.

These two issues were discussed at length.  Both sides stuck to their stand and finally the Chairman and Member (P&V) agreed to our suggestion to form an official Committee to sort out the differences and recommend ways and means within a month.  The Committee will be headed by Shri Manoj Joshi DI(HRD) with three members from ITEF viz. Com. K.P. Rajagopal, President, Com. Ashok B Salunkhe, Secretary General and Com. Rupak Sarkar, Finance Secretary.  Till then the status-quo of the two issues will be maintained.

Demand No.-3. Fill up all vacant posts:- Necessary instructions to all Cadre Controlling Authorities have been issued to report the vacancies at the earliest for requisition of recruitment.

Demand No. 4- Holding of timely DPCs for promotions to all cadres: Instructions will be issued to CCAs in this regard.  Wherever DPC proceedings are held up due to litigations, instructions will be issued for holding adhoc promotions subject to review of final judicial verdict.

Demand No. -5. Cadre Composition- finalization and implementation-

Demand No. -6. Implementation of Cadre Restructuring-

These two items have been referred to the above Committee to finalise  and suggest to the Board for further action.

Demand No. 7. Provisions of Mobile handsets. It is informed that due to some observation and reservation of the Department of Expenditure, the same is held back and will have to wait for some more time.

Demand No.-8. Grant advance increment to Sr. TA & Stgrs. For passing ITI Exam. It is informed that due to some observation and reservation of the Department of Expenditure, the same is held back and will have to wait for some more time.

Demand No. 9. Financial Benefit on promotion to the Posts of OS & Stgr. Gr.I.

Demand No. 10. Restore the scheme of special pay to various  cadres.

These two issues also stand referred to the Committee to finalise the proposal.

Demand No.11. Infrastructure Fund: a) Provisions of desktops to all staff:  It was informed that the purchase of computers have now stands decentralized and the CCsIT are the competent authority to evaluate the requirement and purchase.  On our request it was agreed that a uniform instructions will be issued to the CCsIT to purchase and provide 6 computers per range to be exclusively provided for the use of Staff.

b) Provision of Air conditioners. ITEF was asked to further specify the requirement.  The ITEF is also to report wherever the Air-conditioners are not provided while modernizing the Ranges for which Rs 40 lakhs were provided for each range.

Demand No. 12- Departmental Examination- As per the Working Committee decision the issue of wrong answers determined by the Directorate for computer evaluation of answer papers were taken up.  We were told to give a detailed report on this issue.  The sample scrutiny done by the Madhya Pradesh and Chatisgarh Circle will be the basis of our report.  Meanwhile we have requested the DG (Admn) to release the answer key of all papers of 2011 Examination for our verification and necessary action which has been agreed upon.

Demand No. 13- Tarang Telecommunication Scheme. During the discussion it was pointed out by us that inspite of lapse of one year, the service provider has not updated the scheme.  On the part of the Department also, inspite of providing sufficient extra land line connection not even a single extra one has been installed in any places.  Especially in guest houses, canteen, staff room etc. still only PABX Extension are available.  We have been asked to report such matters to the CIT C&S.  All the Circle General Secretaries are requested to bring to our notice the shortcomings in the Tarang Scheme and whether sufficient numbers of land line connections have been provided in the places where it is intended to be provided as per the instant instructions.

In view of the above, the available members of the Secretariat decided to defer the agitational programme.   The Secretariat profusely thank all the Circles and General members for preparing themselves for the agitational  programme.

Agitation on departmental issues

We had placed on our website the details of the working committee meeting held on 25th August, 2011 at New Delhi and the decisions thereon vide circular No.7. The Central Working Committee had unanimously decided to embark upon a series of agitational programmes to achieve the long pending departmental demands. The Charter of demands and the agitational programmes were also intimated through the above Circular. It is therefore imperative on the parts of all of us to ensure that the agitational programmes are carried out in totality in every circles so as to mount enough pressure on the CBDT to bring about resolution of our pending demands. As we had pointed out in the Working Committee meeting the department is planning to hire DEOs in lieu of Stenographers, which if allowed will be a big set back for our fight against outsourcing and will also adversely effect our career prospects. There is every possibility that the people thus hired can also be employed to carry out other work pertaining to non-gazetted employees jeopardizing our own survival in the department. It is therefore necessary that all circles should ensure that this scheme is not allowed to be implemented. It is once again called up on to ensure that no stone is left unturned to ensure that all the agitational programmes are made a grand success . Since some of the Circles have requested to postpone the Dharna programme slated for 5th October 2011 on account of festival the same has been deferred to 13th of October, 2011. All Circles are once again requested to carryout the agitational programmes communicated in totality.

CONFEDERATION PROGRAMME OF ACTION

We have already placed on the website the circulars issued by the Confederatrion of Central Govt. employees and Workers, on the PFRDA Bill and other common demands. Kindly ensure that State level Conventions are held and March to Raj Bhavan be organized by the end of September, 2011, if not already done. The Campaign material on the PFRDA bill is also available on the website. The Memorandum may be downloaded and may be distributed to all members and ensure that signature is obtained from not only our members but also from family, friends and general public. This work needs to be done without further loss of time.

The Circle Secretaries are requested to download the programme of action and Charter of Demands from our website and do the needful in the matter.

You are aware that the "Examination Rules" notified by the Board for the year 2011 prohibits the use of Calculator by the candidates in the Examination. Upon representation from various circles, we took up the matter with the Chairman and the same was subjected to discussion in the quarterly meeting with the Chairman held on 20th July, 2011. The Chairman was of the opinion that calculators should be allowed since the same is being used for the day to day work also. The official version contained in the minutes of that meeting circulated by the Board vide F No. B-12020/2/2011-Ad.IX dated 17.08.2011 is as under:

"The staff side demanded that calculators should be allowed in the exam.

The Chairman opined that in view of present scenario of technology upgradation, the demand could be considered justified as it would test their skill in the use of such gadgets. He asked DIT (Exam) to examine this issue and make appropriate proposal."

We are yet to hear from the Directorate whether it has got the proposal approved and instructions issued to the field formations. Meanwhile you may inform the candidates that they may use the calculator in the Departmental Examination wherever necessary.
