Notice is hereby given under Article IXA (iii) of the Constitution of the ITEF for the 28th All India Delegates Conference of ITEF to be held at Mehsana(Ahmedabad) on 21st February, 2012 to 24th February, 2012 to discuss the following agenda :

Agenda:

1. Condelence resolutions;
2. Confirmation of the minutes of the 27th Delegates Conference held at Mumbai from 10th February, 2009 to 14th February, 2009.
3. Presentation, consideration, discussion and approval of the report and accounts submitted by the Secretary General on behalf of the Central Working Committee of the ITEF.
4. Matter for consideration and decision under article XVIII of the Constitution, if any.
5. Amendment to the Constitution.
6. Discussion and adoption of the Report of the Chairman, Election Commission and the Disciplinary Committees, if any.
7. Discussion on Departmental issues and problems. (The Secretariat will circulate the items with brief in due course)
8. Discussion on Common issues concerning Central Govt. employees and adoption of resolutions thereon. (The Circle General Secretaries and members who desire to move resolutions for discussion at the Conference on departmental and common issues must send the same so as to reach the CHQ by 25th of January 2012.
9. Discussion and adoption of resolutions on policy and programmes.
10. Presentation of the Budget estimate for the ensuing three year and adoption of appropriate resolutions to strengthen the financial position of the ITEF(CHQ).
11. Discussion on matters connected with the journal Aayakar.
12. Discussion and adoption of appropriate resolutions on the nomination of members to Departmental Council and National Council JCM.
13. Election of Office-bearers for the ensuing term of office.
14. Selection and appointment of the Members, Advisory Committee, Chairman, Disciplinary Committee, Chief Election Commission and Auditor.
15. Any other matter with the permission of the Chair.

Notice is hereby given for a meeting of Central Working Committee of the ITEF at Mehsana (Ahmedabad) on 21st February, 2012 at 7.00 p.m. at the 28th All India Conference Venue to consider the following agenda.

Agenda:

1)Confirmation of the minutes of the meeting held at New Delhi on 25th August, 2011.


2)Consideration and approval of the report and accounts submitted on behalf of the Secretariat of the ITEF by the Secretary General for the 28th All India Delegates Conference of the Federation.


3)Formulation of the recommendations to be made to the Conference by the CWC for appointment of the Members, Advisory Committee, Chief Election Commissioner, Chairman, Disciplinary Committee and the Auditor for the ensuing term.


4)Any other matter with the permission of the Chair.

Dear Comrades,
As decided, we met in the Central JCA on 24th December, 2011, at Rajouri Garden New Delhi, to discuss about the future jointfunctioning of the two Federations. All the members present in the meeting felt that the united movement is the need of the hour. The modus operandi is being worked out in the light of the understanding reached in the said meeting. We have decided to meet again after meeting in our decision making forum. In the meantime, we are to continue to extend our moral support and solidarity to the ongoing agitational programmes of ITGOA.

Dear Comrades,

At the out set we thank the Circle leadership who strived hard to ensure maximum participation to make the March to Parliament on 25/11/2011 against the PFRDA bill a grand success.

The UPA-II Government has decided to embark upon the enactment of PFRDA Bill in this session of the Parliament. The BJP whose leader Yashwant Sinha was the Chairman of the Standing Committee has also decided to support to the bill. Therefore, it is likely that the bill may come up for consideration of the Parliament today. Com. Basudev Acharya, M.P. Loksabha & leader of the CPI(M) has moved three amendments including the grant of guaranteeing minimum statutory pension (50% of the last pay drawn) to the bill. However, it is unlikely the other political parties who are proponent of neo-liberal economic policies will support the amendment.

The Steering Committee of organizations opposing the PFRDA Bill met yesterday and have decided to call upon all constituents to hold 2-hour demonstrations at all work spots tomorrow i.e. on 22nd December 2011.

We, therefore request all the Circle General Secretaries to take necessary steps that massive demonstration is organized in front of all offices tomorrow on 22nd December 2011 at your convenient time against the enactment of PFRDA Bill.

Dear Comrade,

As has been intimated to you by the ITEF (CHQ), the ITEF, Gujarat Circle is to host the 28th All India Conference of our mighty organisation. We are proud and feel privileged to shoulder the responsibility. We are happy to inform you that the Conference will be held at Mehsana, 60 km away from Ahmadabad, from 21st February 2012 to 24th February 2012.

Mehsana is situated on the Delhi-Ahmedabad route and the main station before Ahmadabad, where almost all trains coming through New Delhi, including Rajadhani have stoppage. The venue is an hour journey from the Ahmedabad Airport and Railway Station. In consultation with the Central Headquarters, it has been decided to have our Inaugural session at 3.00PM on 21st February, 2012 followed by delegates session in the following days upto 4.00PM of 24th February, 2012. This information is given in advance to you to enable you to plan the travel of the delegates. It is desirable that the delegates reach either at Mehsana or at Ahmedabad in the morning of 21st February, 2012. Since the venue of the conference is booked upto the afternoon of 24th February, 2012, the return journey may also be planned accordingly. Anyway an intimation about the travel plan of the delegates may be provided to us well in time to make comfortable arrangements for their stay. All correspondence in this regard may be sent to the Reception Committee in the following address.

The task we have undertaken, needless to say, is of big challenge. The Central Headquarters have taken steps to ease our burden by requesting all the circles to collect advertisement tariffs for the souvenir. We request all the Circle General Secretaries to strive hard to achieve the target fixed by the Central Headquarters for collecting the tariffs. It will help us to make the conference a memorable one as also to provide a comfortable and pleasant time for all the delegates during their stay in Gujarat.

Subject: Holding of DPCs for promotion-reg

The issue of timely holding of DPCs was discussed by the Chairman, CBDT with the representatives of ITEF in a meeting held on 04.11.2011. Since delayed holding of DPCs leads to delay in promotions that creates a lot of demotivation to the employees, the undersigned is directed to convey to all the Cadre controlling Authorities that DPCs for regular promotions to fill up the vacancies in their respective charges should be held immediately.

In case I is not possible to hold DPCs for regular promotions on account of injunction/ specific order of Curt, DPC for promotions on adhoc basis should be held in full conformity with the relevant directions issued by the DOT.
