Sub: Secretariat meeting held on 07.07.2011 at New Delhi- Valedictory function in connection with the 150th year of Income Tax in India-Regarding-

The Secretariat Meeting of the Federation was held ton 7.07.2011 at Manishinath Bhawan, New Delhi. The decisions taken in the Secretariat meeting will be communicated shortly.

Meanwhile it has been reported by the Secretariat members in the meeting that valedictory functions in connection with the celebration of 150th year of Income Tax in India is being organized by various Chief Commissioners (CCA) in various forms. It is also reported that the representatives of our Federation are not included in the committees nor they are consulted or members of staff are even invited to such functions and celebrations. This was the position when the celebrations started last year. We had conveyed our resentment in this regard. to the then Chairman, CBDT, copy of the said communication is enclosed. .

In the above circumstances, the secretariat has decided that if the celebrations are not conducted in a uniform manner ,our representatives are not included in the Committees, and our members are not involved and invited to such functions and the commitment made by the Chairman in the formal meeting on 19.4.2011 is not honoured, we will not participate in any programme organised in this connection and accept trivial gifts. It is necessary that we stand united to register our protest and make the boycott programme a success.

Sub: Valedictory functions in connection with the yearlong celebration of 150th year of Income Tax in India- Regarding.

We have been informed by our Circle secretaries that the Chief Commissioners(CCA), of various charges are organizing various types of functions in connection with the celebration of 150 year of the existence of the department. We also come to know from them that the representatives of the ITEF are seldom included in the committees formed to oversee these functions.. Some of the Chief Commissioners have decided to present some small gift to the employees to commemorate the occasion..

In this connection we would like to bring to your kind notice that at the beginning of the celebration last year too the functions were organized in the same manner without even inviting the staff or their representatives. This was brought to the notice of the then Chairman, CBDT, Shri S.S.N. Moorthy, who assured us that this will not be repeated in future functions.

In the quarterly review meeting with the Chairman CBDT, held on 19.4.2011, one of the demands discussed was providing a mobile handset to all the employees of the Department as a gift on the occasion of the 150th year of Income Tax in India. The then Chairman, Shri Sudhir Chandra not only accepted our proposal but also assured us that apart from a Mobile set all the employees will be given a silver coin worth Rs.5,000/- to commemorate the occasion as a gift. When we called on you to greet on the eve of your taking over as Chairman, on 1st June 2011 and also on your visit to Mumbai on 29.6.2011, we requested you to direct the concerned to issue necessary instructions in implementation of the various decisions taken at the said meeting as is incorporated in the minutes.

We are to bring to your kind notice that the employees are very unhappy over the manner in which the functions are arranged in various charges without eliciting their participation who as you know constitute over 90% of the workforce of the Department. We fervently feel that the occasion like 150 years of successful functioning of the department demand a solemn function, simple though it may, which must generate a feeling of oneness amongst all sections of employees and officers.

We, therefore, appeal to you as the head of this great department to ensure that uniformity is brought about in the way in which the functions are organized in different charges and the memento to be presented on the occasion to all personnel in the department is centrally designed and uniform. Since your predecessor had agreed to a proposal mooted by us in this regard in the last formal quarterly meeting, we shall be grateful if the Board adheres to it and necessary instructions are issued to the Chief Commissioners.

In fine, we also request you to kindly ensure that the representatives of this federation is associated in all charges where such functions are organized and uniformity brought about in its form and content.
