We may solicit your kind reference to the letter written on your behalf by the Commissioner of Incometax(Co-ord) Shri A.K.Sinha to all the Chief Commissioners of Income-tax (CCA) (placed on the Departmental Website) asking all the Additional Commissioners of Income-tax (H.Qrs) to be at Jaipur on 11th and 12th August, 2011 for a meeting. One of the agenda slated for discussion in the said meeting is hiring of DEOs in lieu of Stenographers.

In this connection we are to bring to your kind notice that the cadre of DEOs was abolished after detailed deliberations and consideration at the time of the last Cadre restructuring of the Department. The cadre was then amalgamated with the cadre of Tax Assistants on the understanding that the basic operational ability to work on computer must be a pre-requisite for all cadres in the Department. It has also been the experience of the Department that such isolated cadres would find it difficult to get career progression and over the years the Department would be carrying the burden of discontented and frustrated personnel.

The 6th CPC also came to almost similar conclusion in respect of Stenographers. Over the years, it had been difficult to recruit personnel to fill up the vacancies in the cadre of Stenographers. Since our officers are to perform quasi judicial functions, we have large number of posts of Stenographers while their number is very few and far between in other Government establishments. The 6th CPC came to the inescapable conclusion that the posts of Stenographers must be amalgamated with the clerical cadre and a composite cadre with multi skilling abilities is to be created. They suggested that all the Departments should consider their suggestion and propose for the creation of the cadre called Executive Assistants.

This Federation had submitted its proposal to the Director General (HRD) on this recommendation long time ago and on a few occasions; the matter was subjected to discussion too. However, the DG(HRD) has still not finalised their proposal and submitted the same to the Board for its consideration. Despite the fact that the Department promulgated the new Recruitment Rules for Stenographers, though the purpose being incomprehensible, no recruitment could take place as the Staff Selection Commission could not get the application from anybody seeking selection for appointment.

The proposal of the Commissioner of Incometax (Co-ord) is to create the cadre of DEOs once again disregarding the considered decision taken in this matter in 2001. While admitting that there is acute problem in the field formations due to the large number of vacancies in the cadre of Stenographers, what is needed is to expedite a decision in the matter of cadre composition of the Department, especially the Executive Assistant, which is pending finalisation at the office of the DG(HRD). Once the decision is taken to amalgamate the cadres of Stenogaphers,GR I, II and the Office Superintendents and Sr. Tax Assistants, it would be possible to initiate recruitment proceedings and ensure that the requisite personnel are on the job atleast within a period of six months. Similarly, the cadre of Tax Assistants would be got enlarged by subsuming the cadre of Stenographer Gr. III.

We, therefore, request that the proposal to resort to hiring of DEOs to tide over the present problem being not desirable may please be abandoned. Instead the DG(HRD) may be advised to place his concrete proposal on the cadre composition to the Board without further loss of time and action taken thereon. The proliferation of posts in the Gr B and C cadres has been discouraged by the 6th CPC and the Government has accepted the said suggestion in toto. We must state in all earnestness that we are opposed to the proposal of reviving the cadre of DEOs again in the Department.
