28th All India Conference of ITEF
The ITEF, Gujarat Ciorcle has already informed you the details of the programme of the All India Conference. The Host Unit is making all out efforts so that no stone is left unturned in making the Conference a grand success. Along with collection of advertisement for the souvenir, it is also requested to kindly adhere to the number of delegates and observers fixed for your respective circles. Since limited arrangements are being made at the venue, which is at an isolated location and away from Ahmedabad city your all out support and co-operation is required for making the Conference a memorable. This is necessary so as to ensure that the Host unit is not put into unnecessary difficulties and also to ensure a pleasant and comfortable stay of the delegates.
Secretariat Meeting
The Secretariat of the ITEF met on 31st January, 2012 at New Delhi. The draft report of the Secretary General to the all India Conference and statement of accounts for the years 2009-10 and 2010-11 were discussed and accepted. The Secretary General reported the outcome of the JCA meeting held on 24th December, 2011. It was informed that it was decided to meet again after meeting in the respective decision making forums for deciding further course of action. However, the ITGOA revived their agitational programme from 31th January, 2012 and a request was made to the ITEF on the same day to join them. In their circular they have made reference to the assurances of the ITEF leadership in their BGM held at Mumbai on 18.1.2012. Unfortunately without imbibing the spirit of that assurance and also of the decisions taken at the JCA meeting on 24.12.2011, they commenced their agitation without causing any discussion with the ITEF. Even the Secretariat of the Federation could not discuss the issue in the secretariat meeting on 31st of January, 2012, as the request came to us late in the day. As the Conference is only a fortnight away, further course of action will have to be decided after discussion in the ensuing All India Conference.
Cadre Restructuring
The DOPT has cleared the Cadre restructuring proposal. According to our understanding there has been a reduction of 391 posts in the Group A cadres up to the level of DCIT. The proposal in respect of Gr.B&C has already been cleared by the Department of Expenditure and Finance Minister without any changes. Now the cadre restructuring proposal is expected to go to the group of Secretaries and then to the Cabinet for clearance.
28th February All India Strike.
On the call given by the Steering Committee and endorsed by the Confederation of Central Govt. Employees and Workers, the Central govt. employees will be going on a days strike on 28th February, 2012. We, being a part of the Confederation, will have to ensure that the strike elitist total participation of Members of our Federation. All the Circle Secretaries are requested to take every possible step to mobilize the rank and file of the membership prior to commencement of All India Conference slated from 21st Feb. to 24th Feb. 2012 as there won’t be much time left for mobilization after the conference.
The Circle Secretaries are also requested to serve the strike notice on their respective CCIT(CCA) on 10th of February 2012. You are requested to download the copy of strike notice from CHQ site. The notice is already served by the CHQ on the Chairman, CBDT.
Departmental Examination- 2012
In the meeting held with DIT (Exam) on 27th Jan. 2012, it has been decided that the Departmental examination for the year 2012 will be held within the 2nd week of June 2012.

PART-A.
1)Concrete measures to contain price rise
2) Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,
3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4) Universal social security cover for the unorganized sector workers without any restriction
5) Creation of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs, the Central Trade Unions also demand immediate action by the Govt. of India to en sure:-
6) No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the Industry/establishment
7) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,
8) Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9) Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.
10) Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.
PART-B
1. Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions
2. Fill up all vacant posts and create posts on functional requirements
3. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
4. Regularize the GDS, daily rated workers, contingent and casual workers by brining about a
definite scheme of regularization
5. Remove restriction imposed on compassionate appointment ( end the discrimination on compassionate appointment between the Railway workers and other CGEs)
6. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
7. Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly committees within a fixed time frame of two months; set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee members of the National Council; convene the meeting of the Departmental Council in all Ministries/Department once in three month as envisaged in the JCM Scheme
8. Make the right to strike a legal right and stop curtailment of T.U. rights
9. Implement all arbitration awards
10. Raise the interest rate for GPF. Revise the OTA and Night duty allowance and stitching and clothing rates of uniforms
11. Merge DA with Pay for all purposes including pension as and when the DA rates croses the 50% mark.
12. Vacate all Trade Union victimizations.
