Big Let Down on the 6th Pay Commission front
This communication is made with a great sense of disenchantment, as the Cabinet has cleared recommendations of 6th CPC with very minor changes. Full text of the changes effected is enclosed herewith.
2. Following are the salient points that will determine the pay of the most of our members:
i. Rate of fitment would be @ 86% (instead of 74%) of the basic pay for arriving at the revised pay in the pay band.
ii. Rate of increment would be @ 3% instead of 2.5%.
iii. Minimum 3 (Three) promotions under Modified Assured Career Progression (ACP) Scheme after 10, 20 & 30 years of service.
iv. Group A Scale 15-A in the Pay Band-3 instead of PB-2 to Group B Officers of Railways, Accounts Services, CSS, CSSS and DANICS & DANIPS, after completion of Four Years of service.
3. Reasons for disillusionment are mainly due to the following facts :
a. Pay rise for majority of our members is ranging between 21 to 30% only. This is due to the fact that now, the pay rise as on 01-01-06 is only the Grade Pay. As per 6th CPC recommendation, the pay rise is about 81% for senior officers and as low as 21% for other officers & employees. Had the suggestion of CCGE&W (Confederation of Central Govt. Employees & Workers), made under JCM (Joint Consultative Machinery), for a minimum pay rise of 2.625 times of the existing pay (for PB-1,2 & 3) been accepted, it would have brought about a uniform pay rise of 40% for all employees & officers without reducing the grand benefit bestowed on top level officers placed in PB-4. By not accepting this, the Govt. has done grave injustice to all those falling in PB-1, 2 and 3. Nothing has been done to reduce the wide disparity in pay of employees & middle level officers (Group-B) and top rung officers, which will be clear from the following table :

The disparity ratio i.e. between the revised pay of S-1 and S-34 is 1:15 at Lowest stage, 1:14 at Middle stage and 1:12 at Highest Stage.
b. Group B Officers in major Depts., are still kept in Pay Band 2, along with their subordinates, which is not befitting and the pay rise granted is not commensurate to their responsibilities.
c. Benefit of elevation to P.B.-3, after 4 years of service has been denied to ITO, AO & PS/Sr. P.S., while such a benefit is conferred on similarly placed officers of Railways, Accounts, CSS, DANICS/DANIPS, etc. There is absolutely no justification in differentiating between Group B Officers of other Depts. In fact, this is against the very recommendation of the 6th CPC, which categorically states that there should be absolute parity between the officers of secretariat and field formation.
d. On an elevation from PB-1 to PB-2 (Group C to Group C), there will be a pay rise of Rs. 1,400 (increase in Grade pay from 2800 to 4200). Similarly, elevation from PB-3 to PB-4 (Group A to Group A) will result in pay rise of Rs.1,400 (increase in Grade pay from Rs.7,600 to 9000) But, when there is an elevation from PB-2 to PB-3, the pay rise would be a mere Rs. 600 (i.e. 4800 to 5400). Thus there is no adequate pay rise to compensate the additional responsibility of an officer, moving from PB-2 to PB-3, which is bound to be a demotivating factor..
e. There are no changes w.r.t HRA, CCA, Transport Allowance and Travelling & Daily Allowance (TA/DA). The Govt. has also not accepted any of the demands by the Associations with regard to the discriminatory and lopsided allowances recommended by the CPC. There is wide feudalistic and aristocratic gap between the allowances recommended for PB-1&2 and PB-3&4.
4. Actions proposed for getting Justice
Strong and United action is 'Need of the Hour'. We must join forces with all sister organizations and forge a formidable opposition to the discriminatory treatment meted out to all employees and officers. We appeal you to demonstrate our discontent and disappointment by participating in the nation wide strike slated for 20th August, 2008 along with other employees of Central and State Governments. We must also give press release at unit levels and ensure that there is maximum coverage so that general public is made aware of the glaring discrimination shown by the Government.
We should explore the possibility of enlisting the support of all Trade Union Centres, media, the Members of Parliament representing various Political Parties to expose the untenable stand of the Government and create necessary sanction through their intervention in our favour.The JCA is contacting various organizations in the Department of Revenue to explore the possibility of organizing a joint action to bring about settlement on department specific issues.
